Cartoon, Intercepted -- a satirical comment on Gladstone as Liberal Prime Minister and Chancellor of the Exchequer, with a budgetary surplus. He is depicted here as a chef, intending to give the surplus to John Bull (bulldog), not noticing that two hungry birds, representing conflicts in Afghanistan and Transvaal, are already pecking at the bowl's contents.
