Cartoon, Jack of Both Sides; Sympathetic, but doubtful, and by no means Bright. Animals protest against the 1874 Act of Parliament which made inoculation against smallpox compulsory. This is evidently seen as an infringement of personal liberty by the protestors, who carry banners saying Down with Doctors, Liberty & Smallpox and Smallpox Forever.
