Cartoon, The Extinguisher Trick -- a satirical comment on Benjamin Disraeli, depicted here as a stage magician, using a Royal Commission to make Fugitive Slave Circulars miraculously disappear. He had avoided the issue of Fugitive Slaves, and how the Royal Navy should deal with them, by simply referring the matter to a Royal Commission. It was a humanitarian question, whether fugitive slaves found on board a ship should be allowed to complete the voyage or be returned back into slavery.
