Cartoon, The False Start -- Gladstone is depicted as a jockey on a horse named Democracy. The Starter, Palmerston, calls out that he's started too soon. Gladstone had surprised his fellow-MPs by making a speech in which he supported the granting of the franchise in Boroughs to householders who paid rates of six pounds or more.
