The distress in Lancashire: mill-hands at work on Preston Moors. Unemployed operatives levelling waste ground on the north side of the town, overseen by inspectors, in preparation for the ground being built on. In exchange for small wages, in this way the unemployed of Preston are kept from want and given useful work. There is no severe exaction of labour, and the men work cheerfully, without the need to remove their coats as navvies do.
