Archibald Philip Primrose, the 5th Earl of Rosebery, making his first speech as Prime Minister in the House of Lords, 12th March 1894. Rosebery took the opportunity to make a speech in praise of his predecessor, Gladstone. As well as his career in politics Rosebery was a devoted race-goer and horse owner, winning the Derby three times.
