Joseph Chamberlain MP, delivering a speech on Protectionism and Free Trade, at Bingley Hall, Birmingham. Chamberlain was displaying two loaves to illustrate the difference between the status quo and the tariff reform that he was advocating. As he put it 'I know there is a difference, because I know that the smaller loaf contains a few ounces less flour to correspond with the amount of tax. But it is still, I think, a sporting question which is the big one and which is the little one.'
