George Charles Bingham, 3rd Earl of Lucan (1800 - 1888). As commander of cavalry in the Crimean War (1854-6), he passed on the disastrous and ambiguous order from Lord Raglan which resulted in the Charge of the Light Brigade at Balaclava.
