Naval reforms inaugurated by Lord Fisher included the establishment of a Naval Reserve which could be added to the strength of the fleet whenever was necessary. On 2nd August 1914, all these reserves were called up, and by the next day the whole fleet had been mobilised. In this photograph, reservists, coast-guards and liberty-men are on their way to join their ships at Portsmouth.
