A tradesman who has just opened an account at the Post Office Savings Bank, part of an endorsement which states 'the opening of the Post Office Savings Bank is one of the greatest blessings ever conferred upon the working classes of this country'. In 1861 the Palmerston government set up the Post Office Savings Bank, a simple savings scheme which aimed to encourage ordinary wage earners to provide for themselves against adversity and ill health.
