Details

A Salvation Army shelter in Stanhope Street off Drury Lane, London. It is two o'clock in the morning. In this grim scene, destitute men stand in the pouring rain eating from bowls. Women are allowed to eat inside the building. A policeman stands by to keep order as it so late at night and there are rules against vagrancy.
