The Rt. Hon. Bernard Marmaduke Fitzalan-Howard, 16th Duke of Norfolk, England's premier duke and Earl Marshal (responsible for ceremonial arrangements on behalf of the monarchy). He also supervised the applications to the Royal Enclosure at Ascot, hence the backdrop.
