The Grand Duke Vladimir, with whom rests the ultimate responsibility for the massacre of January 22nd. The Grand Duke Vladimir was bitterly opposed to reform for the workers. Troops under his command attacked the protesting workers as they approached the Tzar's Winter Palace at St Petersburg.
