Robert Arthur Talbot Gascoyne Cecil, 3rd Marquis of Salisbury (1830 - 1903), English Conservative Statesman, speaking in the House of Lords on the recent death of John Bright. On the death of Disraeli in 1881, Salisbury had become leader of the Conservative party and was British Prime Minister several times in the 1880's and 90's.
