The Governor of Jamestown and the Jamestown Council stand before the ministers of the Commonwealth, holding a treaty that acknowledges the new English parliament and agrees both its cessation of Stuart support and status as a royal colony. Berkley, the governor at Jamestown harbour stands with his council, holding the treaty , with Commonwealth soldiers at attention in the background, as the ministers stand in front of him having forced a surrender with an embargo and blockade on the port.
