Vienna, capital of Austria, described here as the frontier city between the Western and Eastern civilisations. From its Imperial Palace on 23rd July 1914, Count Berchtold, the Foreign Minister dispatched a note to Serbia accusing her of complicity in the Sarajevo tragedy in which Archduke Franz Ferdinand of Austria-Hungary was assassinated.
