Houseless and Hungry by Luke Fildes (1843-1927). This engraving appeared in the first issue of The Graphic on 4th December 1869, depicting the homeless poor in London presenting themselves at a police station to ask for a ticket for admission to the casual ward of a workhouse, a provision brought in under the Houseless Poor Act of 1864
