Tower Bridge - the High Road and the Low Road
The High Road and the Low Road: a striking view of the Tower Bridge and its useless superway. The high level footway of Tower Bridge, London, was constructed with the object of enabling foot passengers to continue across the bridge when the drawbridge was raised, but experience showed no time was saved by using it. People who waited for the drawbridge to close got there just as soon and with less trouble, and so it was closed to the public after quite a short run
