Arthur James Balfour, lst Earl Balfour (1848-1930) Scottish Conservative politician. British Prime Minister (1902-1906), Foreign Secretary (1916-1917) who in 1917 issued the Balfour Declaration promising to create a Jewish homeland in Palestine. Balfour was a keen golfer.
