Will Crooks (centre) a member of the Poplar Borough Council, visiting workhouse in Poplar, London, on Christmas Day. Crooks was from a poor family in Poplar himself, relying on out-relief from the union to survive. In 1861, eight year old Crooks and his family went into union workhouse, leaving a impression on him. He helped to set up the National Committee for the Old Age Pensions, believing that the only way to keep the elderly poor from entering the workhouse
