The captions, in English written over pencil notes in a Russian hand, are likely to be by William Thomas Horner Fox Strangways. William Thomas Horner Fox Strangways, later 4th Earl of Ilchester ( 1795-1865) was an English diplomat, attached to the embassy at St Petersburg between December 1816 to June 1820.
